On 26 June 2023, the Department of Transportation (DOTr) awarded the PhP 22.2-billion Contract Package (CP) S-03A of the North-South Commuter Railway (NSCR) Project to the Leighton–First Balfour Joint Venture (LFBJV). The scope of works covers 7.9 kilometers of railway viaduct and ground-level structures, one elevated station in Buendia, and two ground-level station buildings at EDSA and the Senate.
The NSCR Project is funded by the Asian Development Bank (ADB) and the Japan International Cooperation Agency (JICA). Once completed, the 147-kilometer railway from Clark, Pampanga to Calamba, Laguna is expected to serve over 600,000 passengers daily by 2040.
