On 20 February 2023, the Department of Transportation (DOTr) awarded Contract Package (CP) S-03B of the North-South Commuter Railway (NSCR) Project to the joint venture of Leighton Asia and First Balfour. Notably, CP S-03B is the only package among the nine NSCR-South contracts that includes a tunnel component.
The PhP 24-billion package covers civil engineering, tunnel construction, and building works for a 6.1-kilometer railway segment—comprising 4.7 kilometers of underground track and 1.4 kilometers of ground-level track. The scope also includes the construction of FTI Station and tunneling works linking FTI to the Senate Station of the Metro Manila Subway Project (MMSP).
Funded by the Asian Development Bank (ADB) and Japan International Cooperation Agency (JICA), the NSCR Project will span Clark, Pampanga to Calamba, Laguna.
