The Philippine Constructors Association (PCA) Foundation and the Philippine Institute of Certified Quantity Surveyors (PICQS) signed a Memorandum of Agreement (MOA) last 8 May 2025 in an effort to widen access to Quantity Surveying (QS) education and empower the next generation of QS professionals.
Through the MOA, signed by PCA Foundation President Anthony L. Fernandez and PICQS President Sharon Pascual, both flagship and special training programs will be rolled out targeting students, young professionals, and practicing construction experts.

First among these programs is its Masterclass Series, which returns for its fifth batch from July to November 2025. First launched in 2021, this 14-session online course can accommodate up to a maximum of 40 participants at a first come, first served basis. Designed for engineers and construction professionals with at least three years of construction experience, the Masterclass provides a structured, in-depth learning on topics such as Measurement and Estimating Principles, Sustainable and Innovative Construction, Contract Administration, and Professional Cost Management.
The second initiative introduces three new special QS mini-classes targeted at specific groups, with the goal of reaching PCA’s provincial chapters and a wider audience across the industry. The first mini class is Intro to QS, tailored for civil engineering students who want early exposure to the profession. The second, Intro to QS + Special Topics, is designed for young professionals aged 30 and below with 2–3 years of work experience, blending foundational lessons with practical insights. The third, which covers an array of topics, is intended for practicing construction professionals who will attend Technoforum sessions within Philconstruct events nationwide.
These initiatives reflect the shared commitment of both organizations to nurture the QS profession in the Philippines and offer flexible, accessible learning options for the growing needs of the construction industry.
