Cebu Cordova Link Expressway Corporation (CCLEC), a subsidiary of Metro Pacific Tollways Corporation (MPTDC), is undertaking the CCLEX project under a joint venture agreement with the local government units of Cebu City and Cordova. The design and build contractor, Cebu Link Joint Venture – CLJV, is composed of Spain-based Acciona ConstrucciĂłn, S.A., and Philippine-based firms First Balfour and DMCI.
