Anthony L. Fernandez

President and Chief Operating Officer

Tito has over 30 years of business and management experience. He first joined First Balfour in 1995 as a Business Development Executive and went on to serve as the company’s longest-tenured President and Chief Operating Officer, a role he assumed in 2007. He now holds the position of Vice Chairman and Chief Executive Officer. Tito's earlier career includes senior roles at Mitsubishi Corporation, Metro Container Corporation, and MCCI Corporation. He currently serves as a Director of Therma Prime Well Services, MHE Demag (Philippines), and the Philippine Domestic Construction Board. In 2019, he was appointed President of the Philippine Constructors Association Foundation (PCAF). Previously, he served as President of the Philippine Constructors Association Inc. (PCA) from 2008 to 2009 and Philconstruct Events, Exhibitions, and Conferences Corp. (PEECC) from 2016 to 2018. Tito was recently named a Steward of the Council for Inclusive Capitalism (CIC). He holds a Bachelor of Science degree in Mechanical Engineering from De La Salle University and has completed executive programs at the Asian Institute of Management and IMD.

Jose Valentin Pantangco, Jr.

Deputy Chief Operating Officer

Joval has more than 25 years of experience in handling project and business development, business consultancy, and corporate planning in various organizations. He is currently the President and Chief Operating Officer of First Balfour as of 2024 and also serves as the Vice President for Corporate Planning of First Philippine Holdings (FPH) and the Chief Commercial Officer of First Philippine Industrial Park (FPIP). In these roles, he leads corporate strategies, business development, M&A-related activities, and commercial initiatives to drive growth. From 2007 to 2016, he was the Managing Director for Consultancy and Business Development of Changi Airports International, where he spearheaded the company’s global business development initiatives. He completed his degree in Economics from Ateneo de Manila University in 1994 and his MBA from Harvard Business School in 2004.

Rey G. Villar

Executive Vice President
Head of Industrial Projects Division

Throughout his over 30 years with the company, Rey has taken on a succession of roles culminating in his appointment as Executive Vice President in 2013. Currently, he is responsible for leading the company’s Construction Operations and overseeing construction support departments such as Project Planning and Technical Services. Rey has a degree in Mechanical Engineering from the Far Eastern University.

Malcolm Lorimer

Executive Vice President
Major Projects Division

Malcolm has more than 30 years of experience in the end-to-end project delivery in the Civil Engineering, Building, Rail Engineering, Electro-mechanical and Infrastructure Sectors. Prior to joining First Balfour, he was the Regional Commercial Director for the Middle East, Indian and Indonesian Businesses of Balfour Beatty and Parsons Brinckerhoff. He holds a degree in Quantity Surveying from the University of Northumbria in England as well as an MBA in Construction and Real Estate from Reading University in England. Malcolm is a Chartered Quantity Surveyor and a Fellow of the Royal Institution of Chartered Surveyors. He currently leads the Commercial Operations of First Balfour and has been based in the Philippines since January 2017.

Carlos Pedro C. Salonga

Senior Vice President
Human Resources and Administration

Caloy brings over 25 years of experience in Human Resource Management and Organizational Development. He has spearheaded strategic HR initiatives and driven organizational excellence across various Lopez companies. Before joining the Lopez Group, Caloy gained extensive experience in diverse industries and institutions, including the Department of Labor and Employment, Philippine Airlines, and Philacor. He joined First Balfour in February 2013 and currently serves as the Senior Vice President for Human Resources and Administration. Caloy graduated magna cum laude with a BS in Psychology from the University of the Philippines and holds a Master's degree in Industrial and Organizational Psychology from Ateneo de Manila University. He is passionate about environmental sustainability and leadership development, which are among his key advocacies.

Jonathan C. Tansengco

Senior Vice President
Finance

Butch joined First Balfour as CFO in August 2013. He was previously the Chief Financial Officer at First Philippine Electric Corporation. Prior to that, he was the Head of the Financial Advisory / Project Development Group of Investment & Capital Corporation of the Philippines. He graduated with a degree in Industrial Engineering from the University of the Philippines and has an MBA in Finance and Marketing from Columbia University.
