First Balfour Chief Executive Officer (CEO) Dr. Fiorello R. Estuar (FRE) was named one of the Ten Outstanding Manilans during an awarding ceremony held to celebrate the 443rd Araw ng Maynila last June 23 at the Manila Hotel Tent City.
“Tunay na Manilenyo, lumaki hanggang maging isang inhenyero… Ang natatanging Manilenyo sa serbisyo publiko.” FRE was the former secretary of the Department of Public Works and Highways in 1987 and administrator of the National Irrigation Administration in 1980. He also designed the implementation package which resulted in the speedy completion of the 10-km portion of the Manila Cavite Coastal Road in 1985 and was nominated as Maynilad President during its financial rehabilitation in 2004.
For over 30 years, the city government of Manila has been conferring this award to Manilans whose achievements in their chosen profession have contributed to the development and promotion of Manila. The other awardees were Hon. Justice Jhosef Lopez, Court of Appeals; Rudy Sarmiento, ASEAN Paragames Medalist; Ms. Lulu Coching, Painter/Portraitist; Dr. Alfonso Uy, Philippine Chinese Chamber of Commerce President; Hon. Danilo Lacuna and Hon. James Barbers, former Vice Mayors of Manila; Dr. Nona Ricafort, Philippine Red Cross Manila Chapter Board Secretary; Hon. Ramon Bagatsing, Posthumous – former Manila Mayor; and Mr. German Moreno, Producer/TV and Radio host.
