Federico R. Lopez
Chief Executive Officer

Mr. Federico R. Lopez is the Chairman and Chief Executive Officer of First Philippine Holdings, First Gen Corporation, Energy Development Corporation, and the various companies under the First Gen Group. He is also Chairman of First Philippine Industrial Park, First Philippine Electric Corporation, First Balfour, and First Philippine Industrial Corporation. He is also Vice Chairman of Rockwell Land Corporation, Treasurer of Lopez Holdings Corporation, and is a Director of ABS-CBN Corporation.

Anthony Paul L. Fernandez
President and COO

Tito has over 30 years of business and management experience. He first joined First Balfour in June 1995 as a Business Development executive and was later on appointed as President and Chief Operating Officer in January 2007. His earlier career included senior roles at Mitsubishi Corporation, Metro Container Corporation, and MCCI Corporation. Tito currently serves as a Director of Philconstruct Events Exhibitions & Conference Corporation, Therma Prime Well Services, MHE Demag (Philippines), and Philippine Domestic Construction Board. He also served as President of the Philippine Constructors Association from 2008-2009. He holds a Bachelor of Science degree in Mechanical Engineering from the De La Salle University and has completed executive programs at the Asian Institute of Management and IMD.

Rey G. Villar
Executive Vice President
Construction Business Group


Throughout his over 30 years with the company, Rey has taken on a succession of roles culminating in his appointment as Executive Vice President in 2013. Currently, he is responsible for leading the company’s Construction Business Group and overseeing support departments such as Project Planning and Monitoring, Quality Management, ESH, Technical Services, and Tunnel Construction Rey has degree in Mechanical Engineering from the Far Eastern University.

Jonathan C. Tansengco
Senior Vice President
Finance Group


Butch joined First Balfour as CFO in August 2013. He was previously the Chief Financial Officer at First Philippine Electric Corporation. Prior to that, he was the Head of the Financial Advisory / Project Development Group of Investment & Capital Corporation of the Philippines. He graduated with a degree in Industrial Engineering from the University of the Philippines and has an MBA in Finance and Marketing from Columbia University.

Carlos Pedro C. Salonga
Senior Vice President
Human Resources and Administration Group


Caloy has more than 25 years of experience in Human Resource Management and Organizational Development. He has led Strategic HR and organizational excellence in various Lopez Companies. Prior to joining the Lopez group, his exposure in various industries and institutions include the Department of Labor and Employment, Philippine Airlines, and Philacor. He joined First Balfour in February 2013. Caloy is a graduate of BS Psychology magna cum laude from the University of the Philippines and has a Masters degree in Industrial and Organizational Psychology from the Ateneo de Manila University. Among others, Caloy includes environmental sustainability and developing leaders as part of his advocacies.

Edgardo R. Javier
Vice President
Construction Business Group


Ed has over 20 years of work experience in procurement, contract administration, risk management, quantity surveying, and project management for various local and international construction projects. He has been part of projects ranging from the construction of medium- to high-rise buildings, roads and bridges, offshore platform structures, port facilities, and airports in Saudi Arabia, Bahrain, Dubai, Pakistan, and The Philippines. He holds a Bachelor of Science degree in Civil Engineering from the Feati University and a Master’s Degree in Construction Management from the University of the East. He has also completed the AIM’s Management Leadership Program in 2003.

Ismaelito M. Altamirano
Vice President
Plant and Equipment Division


Lito has more than 20 years of experience in the equipment industry covering operations, parts, sales, and product support and services. A greater part of his career was spent in Monark Equipment where his last position held was the Operations General Manager. Prior to joining First Balfour in January 2014, Lito was the Vice President of the Equipment Division in Delta Earthmoving. He graduated with a degree in Mechanical Engineering from the University of Sto. Tomas.

Malcolm Lorimer
Vice President
Commercial Management Department


Malcolm has more than 30 years of commercial management experience. Prior to joining First Balfour, he was the Regional Commercial Director for the Middle East, Indian and Indonesian Businesses of Balfour Beatty and Parsons Brinckerhoff. He holds a degree in Quantity Surveying from the University of Northumbria as well as an MBA in Construction and Real Estate from Reading University in England. Malcolm is a Member of the Royal Institution of Chartered Surveyors.

Atty. Cecilia S. Pallarca
Assitant Vice President
Legal and Contracts


Ces joined First Balfour in 2013 as an Associate Legal Counsel primarily handling construction contracts. In 2018, she was appointed as the Legal Counsel and Head of the Legal and Contracts Group. Simultaneously, she is the Assistant Corporate Secretary for Therma One Transport Corp. Ces started her career as a Junior Associate of Tantoco Villanueva De Guzman and Llamas (TAVIDELL) Law Office, providing legal services to various clients in energy, construction, and engineering industries, where she was also briefly seconded to Private Infra Dev Corporation. She graduated with a Juris Doctor degree in 2009 from Ateneo Law School and a Bachelor’s degree in Political Science in 2005 from the Ateneo de Manila University.

Nelson R. Cartagena
Assistant Vice President
Geothermal Projects Division


Nelson has almost three decades of experience in construction and project management. He joined the company in 2010 and became Head of Geothermal Projects Division in December 2017. He was the Construction Manager for the St. Luke's Medical Center Project in Taguig City, a Join Venture between First Balfour and Makati Development Corporation. Prior to First Balfour, he held project management roles with Riofil Corporation, Citra Metro Manila Tollways Corporation, and Green Engineering Ltd. in Thailand. He graduated with a degree in Civil Engineering from the Central Luzon Polytechnic College.

Levi B. Agoncillo
Assistant Vice President
Business Development


Levi joined First Balfour in September 1998. Currently, he is overseeing both the Business Development and Estimating Departments. Prior to joining the company, he held management roles in Neltex Development Company and ICI Paints Philippines. He graduated with a degree in Mechanical Engineering from the Mapua Institute of Technology and has completed the MBA coursework for the Ateneo de Manila University Graduate School of Business.

Randolf T. Rellera
Assistant Vice President
Procurement and Materials Management


Prior to joining First Balfour in October 2015, Randy held various local, regional, and global roles with Royal Dutch Shell Group where he spent over 20 years of his career. He led the engineering procurement for Shell in the Asia Pacific region and was key in supporting the expansion of Shell in China. Aside from strategic procurement and supply chain, he also has a solid experience in business development and strategic network planning. Randy holds a degree in Chemical Engineering from De La Salle University and an MBA from the Ateneo de Manila University Graduate School of Business.

Vicente M. de Lima

Strategic Business Planning


Macky joined First Balfour in September 2001 as the Head of Treasury and was later on appointed as the Head of Strategic Business Planning in January 2011. He is also designated as the Head of Corporate Communications in a concurrent capacity. His earlier career included roles at the Multinational Investment Bancorporation and Phelps Dodge Philippines. Macky graduated with a degree in Business Management from the Ateneo de Manila University and a Masters Degree in Applied Business Economics from the Center of Research and Communications.
